Bail outs being pushed by Congress

with the news of the bail outs being pushed by Congress and the measures being taking by the Federal Reserve to lessen the severity of the recessionm Is it really the right possible to just completely eliminate the possibility of risk in the economy? Or do these government solutions create a different type of risk, perhaps stupid in inflationary pressures or fluctuations in valuing currency.
